Yes the proposed extension is two stories hence the requirement for scaffolding. However as one poster had stated there is usually a solution (albeit a more expensive one) if the scaffolding cannot be sited because access is refused.
The T is now negotiating on another property (to purchase)...

Spoke to my solicitor who confirmed that scaffolders are notorious for leaving it in place for long periods after work completed as they have no-where to store it. So they leave it in situ until their next job. Unless there are financial penalties against them doing so. She strongly advised me that...

The T says he would not have taken on the lease if he was aware NDN was planning an extention as he has been in this position before. Did a "favour" for a NDN and the scaffolding was up for months after job was completed, his garden was a mess and the entire process was very noisy and intrusive....

NDN wants to locate scaffolding poles but T refuses access.
I have a property let on a 12 month AST to a professional couple. They are cash buyers looking for a house to purchase in the general area so we negotiated a break clause in case they need to leave early. I have no complaint of the T - they employ a gardener and cleaner and the property is well kept....
