Unfortunately, I think you may need to escalate this. Ask him for proof of his entitlement to live there. If he can't give this day you are considering commencing eviction proceedings.

No not only. It's not more than 250 for any one flat, do you all pay the same ?
I don't know for sure but believe they have to make them available for inspection at a reasonable time.
Can you not ask directors to do their job ?

Of any leasehold has to pay more than a contribution of 250 pounds then there must be a section 20 consultation. The quotations must then be given and other requirements.

Thanks for additional comments. There is no ventilation and for long periods no heating. Unfortunately there is some penetrating damp which can't dry normally. All pointing is fine.
Leaseholder won't accept any responsibility. To make matters worse leasehold had half of wall tanked. Don't...

Permission Damp Proofing
Victorian building converted into 14 dwellings. To eliminate some penetrating damp leaseholder, first floor, wishes to tank wall.
Might this affect other parts of the building ?...

My experience is that the Freeholder applied for the building. Did not allow front but other windows o.k.
Now people on front, 20 yrs later and improvements in dg , applying individually with no problems.
I lean towards abiding by regulations.
