  • Yeah, there is definitely no issue of contrivance or being non commercial. If that was taken in front of a tribunal judge, they certainly wouldn't be impressed with a decision like that.

    My reading of the OP is:

    Tenant was liable up to x (end of tenancy), but moved out earlier (still liable up to x though). As they were not resident, they claimed an exemption with the Council Tax department. The Council Tax department awarded an exemption from date movedout to x.
