You would need permission to apply to HCEO on your order from the County Court Judge, its something that should have been done at your possession hearing and would also advise to speak to HCEO as I had to go back to Court to get order amended to include a line of text:

I was able to get an eviction done by HCEO on the 21st Dec and the Judge made an order for the 14 days notice to be dispensed with, but it took a week to get transfer through to High Court, but thankfully only a day or two for HCEO to attend once they had paperwork - cost a lot more but worth every...
