Given your other post on her & her father's behaviour I'd walk away: A long way away.
But were circumstances reasonable, I'd ask to see s21 and MYSELF check with ex-landlord for a reference.
No "Housing Allowance" is the housing part of UC, not HB.

First of all ask to see paperwork showing WHY she is in temporary emergency accommodation. Could be s21 evict (but really damage and/or rent arrears), s8 evict, DV, whatever. And how long has she been there?
Glad I'm old and have enough £££ not to have to rely on the council to house...

Would it be fraud (i.e. criminal) to bring a case under one tenancy type knowing full well that it is in fact a different sort of tenancy, to try and "bend" the law? What sanctions could a court bring to bear?

What does the tenancy say about surveyors ? If nothing then you have no right to arrange & tenant can legally refuse.
Try offering a rent reduction for permission - 50% for a month?

What would worry me more is what else he forgot to do... EPC, GSC, deposit protection, proof of service etc etc..
If there's incomplete paperwork offer a new tenancy at LOWER rent: Much cheaper than not being able to use s21 etc etc etc...
