              It's not just the landlord they have to consider, it's also the perspective tenant......
              Surely that depends on where you are standing....
              I am legally unqualified: If you need to rely on advice check it with a suitable authority - eg a solicitor specialising in landlord/tenant law...

                You are required to ensure that the communal electrical system is safe, and a fiver yearly inspection usually fulfils that requirement.
