I am writing to ask if a handrail is required by any law/regulation for a wide flight of three marble stairs, each about 14cm in height well spaced apart and each with a doormat inset into the centre, which go up to the front entrance door of a residential block of 4 flats. Thank you.

I have spoken to the council and apparently because the flats were built years ago and no action has been taken in the last 2 years we can't use these regulations to enforce the putting up of a handrail now. As some of the residents are elderly I think we have to argue health and safety as the alternative unless there is any other way?

Reply to PAT Failure - Gas hobby Section20zSurely a fitted gas hob is not a portable appliance under PAT testing anyway ? And definitely not if you disconnect the igniter.
(But an uninformed tester might still fail it if not working.)-

I think the tester is a little inexperienced but, on the back of AndrewDod's advice, he is going to go back and actually test it: he had just assumed that if it was not working then it should be "failed". The agent has also agreed (thanks nukecad)...-

You can usuallly just 'de-gunk' an ignition button, and/or the gas ignition jets, if that's the only problem,
It's a simple cleaning issue.
If it keeps clicking/sparking when you press and hold the button then it's just the jets that need...-

Reply to PAT Failure - Gas hobby AndrewDodWhy is a failed ignition switch anything to do with PAT? PAT has to do with earth resistance, earth continuity, and insulation resistance tests, as well as polarity and stuff like that. Something can fail to work and still be PAT OK.

Reply to Asbestos Survey Reportby jpucng62I would not say it is a legal requirement but a buyer of mine just had one on a Victorian Terrace ! Anything built before 1990s is likely to have asbestos somewhere & unless it is disturbed it is generally not a problem.
I would reply that you don't have one but the buyer is welcome...-
