Gas Connections to new flats - who needs to lay the pipes etc.?

We are converting an old care home to 20 flats. The care home already has a chunky gas supply and we now need to extend the gas main around the building, with tees splitting off to points for the individual meters in boxes at various positions.

Southern Gas Networks has quoted us almost £10k for the job. While we know we will need to instruct them to connect this extension to the existing main and instruct a Supplier to attach the meters, we should be able to get the extension/tees etc. done by our gas plumber for under £2,000. Are we allowed to do that and then just get/pay SGN to do that final connection to the existing main?

Come on. You know SGN will find a reason to condemn anything you do independently. Just pay the £500 per flat IIWY.
