    I'd suggest to the agent that you'll pay someone to do the work (someone like hilariy's blinds so the landlord can have a guarantee) and deduct the cost from the rent.

    My flat has cladding issues so I cannot sell it as I would like. I no longer live in the city, so my only choice, other than leaving it empty, is to rent it out until the cladding issues are resolved. The housing association have given me permission to let on this basis....

    And it's the law that says something's an AST or not.

    When someone is on holiday, they're obviously resident, but they're not living there.
    It's obviously possible to live somewhere for a short period, but not if you obviously actually live...
