    It would be possible to create a tenancy agreement that was not made as a contract until other documentation was supplied to the tenant.
    Conditional agreements are possible, although why a landlord would do that is lost on me.

    Why aren't we supposed to look at social media? I always do and have rejected one tenant for my HMO because all his photos showed him with a pint in his hand and out with the lads which gave me a really bad feeling. Unfortunately, he arrived in a gang of contractors so I couldn't really refuse him....

    Agree with the above really.
    If the issue for the tenant is working hours then find someone who will do the work evening or weekend.
    If the issue is covid concerns then leave it unless it is a proper safety issue....

    If it is not an emergency, urgent or a safety issue I would not attempt to enter a tenant's home until the COVID restrictions are suitably eased to allow people from one household to enter another household (step 3?).
