I agree with the sentiment of both of these views, but they gloss over an important point that I think is relevant here.
The missing piece is that it doesn't take into account the past history and the existing LA/tenant relationship. It was given as a premise that the LA has acted unfairly...

The arrears are for the last 3 months plus another approx half a month owed on top.
No training in law.
