by DPT57It sounds like establishing some boundaries is going to be important with this tenant. I would suggest you stick to your guns and get a professional carpet cleaning company in to say whether they can get rid of the smell.

Bed bugs are caused by tenant messiness/ bringing them in.
Mice access via communal areas. So tenants can't be blamed for this.
