It depends on the wording of the Agreement. Unless it states explicitly that you can charge T, you can't. If it explicitly requires standing order payments, any other method is a breach and you could serve a s.8 Notice citing g12.

The tenants sound as though they have sought housing from the council before but, most likely due to a shortage of social housing, instead of getting social housing the council have pointed them to the private rental sector instead. That still does not make them council tenants though.
Basically council still have not found them the next house. I'm so desperate and need them go. What can I do please? They are foster family, apparently very volunerable as people may think. But they terribly damaged my house, they have also cancelled UC direct payment. I need them go......
I've sometimes advertised a property just before the tenants had vacated, but the viewings were all post tenancy.
And I prefer not to do that, but there used to be good days for advertising rental properties back when people read local papers.

If your agent have served section 21 notice and its valid, once it expires, you can go to court to ask for a possession order to get your property back.
Do not expect the council to come up with a property anytime soon, there is a massive shortage of social housing.
if they pay on time (they get paid on time by council at least), if they don't damage the house, i believe every landlord will be happy. I don't care how council works, we paid our tax....
