Rule of Thumb.
No Inventory = No Money

If your agent has failed in their duty, you could always pursue them, via the the courts if need be.

N.B. I employed a letting agent to get these tenants and I provided them with an inventory. As they failed to get the tenants to sign this, is there any blame attributable to them?

You could try it on and see if you get away with it, but if it goes to court, I think they might invoke colin's rule of thumbl.
