I have just taken over as landlord of a house that I was left in a will. It has a tenant in it and we have set up a new tenancy agreement, but what
authorities do we need to notify of the new ownership.

Presumably your solicitor is sorting out land registry etc??

You say you have "sedt up a new tenancy" so do we take it there was a tenant in residence?? If so the issue is when did they 1st move in - as the new tenancy (presumably AST) may not be valid & they may have an AT or a "Rent Act" tenancy with more rights. When does the tenant say they 1st moved in??

Don't think you need to notify anyone else but I'd inform neighbours (very cheap insurance if they can alert you to issues), council.
