tenant hinted at not paying rent

a tenant hinted last week that he should not have to pay rent on his flat due to his complaints about another tenant and that I should evict the other tenant,
The other tenant has paid his rent on time answers my telephone calls and is very worried that he is constantly been reported for noise and bad lanuage .No one else is complaining except private house owners who are friends of tenant complaining.i have always found him polite and so has everyone else I have asked
1 can he withhold rent like this

2 can other people dictate who I let to

3 I had a very nasty phone call last week from unknown but I have my ideas stating they would attack my tenant and trash my property.

4 both are good tenants but the compalining one is dictating all the time who i let my property to it cannot go on.

Can I serve notice on complaining tenant as I have had enough of no one good enough to live above him.(he is paying less rent than anyone else and has not had a rent rise for 4 years but does nothing but complain and what everything doing.

So is this a block of flats and these tenants rent separate flats in the same block?

How is it that 'private house owners' are complaining? Do you mean people who live in adjoining/next door houses or flat owner in the block? What are their complaints?

I would report that anonymous phone call to the police, just so that there is a record in the event that the situation deteriorates.

You can serve notice on any tenant you like. If the moaning T has a statutory periodic tenancy you could, alternatively, serve notice to increase the rent.

We had a tenant recently who was the subject of loads of complaints about noise, wild parties etc from surrounding tenants who were serial moaners. Nicest tenant, very polite, in a very responsible job, didn't seem the party type at all and was most upset that people would even think he would be, even offered for us to come along to the flat anytime to inspect it - which we did, it was immaculate.

A week later I was driving past on the way home from a late night out, it was 12.45, for no particular reason decided to drive up that road - it was party central in his flat! must have had 50 people in a two bed flat, the noise was ridiculous. He got given notice the next day.

Always go and check yourself; sometimes the nicest most reasonable tenant in the world can turn into a moron with a couple of beers.

it is 2 houses I own one is into 2 flats and the other a house,complaining tenant is downstairs I would check more ofton but live 50 miles away so not always possible, this week the comp tenant telephoned me at 11.30 at night to say he had rung the police ,the upatairs tenant had only just arrived back from his family home after been away for 7 days,i telephoned the police who told me luckily thay had 2 officers near by when the call came in so went within minutes all the houses were quiet and no music or windows open.Checked today and no rent
