letting reference agency (Passport and VISA)

Letting reference agency is asking for the copy of my passport and visa.

They have already spoken to my existing landlord, my employer and confirmed my salary.

Is this normal to ask for passport and visa

For ID, many agencies ask for Passport or Driving Licence.
    By 'visa', do you mean:
    a. VISA credit/debit card; or
    b. a visa endorsed in the Passport?

So maybe they merely wanted to verify your entitlement to reside in the UK.
Lack of such visa could mean expulsion of someone not entitled to reside- and L would then lack a tenant.
