    Damp Carpets

I am new to this site so I am sorry if this issue has already been covered.

I have recently moved into a rental property through an agency and although they said that it would be cleaned, it hadnt been and I had to take a day off work to clean before I could even move in.

My big problem is that both the hall carpet and bedroom carpet smell very musty, in fact it is so bad that the smell has begun to permeate my clothes. I contacted the agent and after speaking to the landlord, they agreed to get the carpets cleaned. However, the cleaning of the carpets has not stopped the smell as the cleaner told me that the carpet in the bedroom was damp and the carpet in the hall had been damp at sometime and she believed that the underlay had started to rot. I have contacted the agency who have told me that the landlord has refused to change the carpets and will not allow me to cancel my 6 month tenancy. My husband has asthma and has noticed that he is using his inhaler a lot more since moving into the property and I am worried that this may be due to the carpets.

Can the Landlord just refuse to change the carpets?
