You put in the first date that you will be demanding extra rent on.

The first question is asking what was the 1st date after 11th Feb 2003 the rent was increased previously, the second one is the date you want the new rent to begin.

So, basically, if you have never raised the rent between 11th Feb 2003 and your proposed rent increase, the answer to the first question is "N/A".
Allow tenants to protect their own deposits. I want free money when they do it wrong

That's not right as a friend of mine did just that and had his S.13 Notice declared invalid by the RAC but didn't tell him at the hearing but notified him by letter 2 weeks later. All they said was they were there to decide on the validity of the Notice but wouldn't say there and then whether it was or not! You therefore must put the date in there when you want the increase to take effect if there has never been a previous increase in rent since commencement of the tenancy.
The advice I give should not be construed as a definitive answer, and is without prejudice or liability. You are advised to consult a specialist solicitor or other person of equal legal standing.
