Double Whammy.Council Tax + Business Rates

One of the big selling points when I bought my holiday home/dwelling was that I would'nt pay council tax. Within a month of purchase the local council were on my case suggesting that I was using the lodge as my 'permanent' residence.I am now paying council tax coupled with annual ground rent. As an added blow my landlord gives me an extra bill for his business rates. His total bill for his business is divided between all residents. The lucky ones who have managed to convince the council that they are not permanent residents are laughing all the way to the bank.
The council tell me that a list of all council tax payers on the site is sent to the landlord and then he should apportion his business rates bill among the non council tax payers.
    Any info would be appreciated.

    Thanks,
    Charlie.
