lease question **help please.**

I currently rent my properties to our local council. They are ending all my leases but by mistake they have cited the wrong lease claus. Does this mean that they have not ended the lease properly and so that it is not actally ended at all?

Depends. The question you need to ask is this: Is there any doubt what the intention of the notices was? If the answer is "no" then the notices are probably valid.
