    Yes, the shortage of good quality social housing is a national problem, and getting worse. Local authorities do have schemes for working with private LL's, but many are poorly resourced or just inadequate.

    If you mean, private LL's will now have more potential HB/LHA tenants to choose from, then that's debatable; it's the quality rather than quantity of tenants that counts. Also, the limited number of private LL's who do let to HB/LHA are moving away from this sector due to LHA (as has already been discussed in depth on here).

      Agreed: I was 'phoning agencies seeing which were prepared to even look at HB/LHA prospective tenants today... very patchy - usually "No", "Depends on LL" or "Only with a Guarantor" (most common).

      And assuming a Conservative government then
      a) HB/LHA likely to go down (?) with the pressure or reducing government spending
      b) Can't see HB/LHA moving to being paid in advance (government would need to suddenly find 3 months worth og HB/LHA for all tenancies...

        Government has no real incentive for change (for a relatively small number of private LL's who let to HB/LHA), when:
        • Local authorities are the biggest social landlords in the UK; they get their rent paid direct (and not in arrears) from HB/LHA (so are unaffected by LHA in terms of rent payments, whereas a private LL has a much greater risk of rental arrears).
        • They have invested substantial sums into LHA; it was trialled in 9 areas throughout the UK as early as 2004.
        • They believe that the system is working (I don't think a change of government will affect this belief). see: LHA - MP's Questions / LHA Evaluation Report.

            Unlikely. Local authorities of whatever political persuasion (UK.P?) will have little effect on changes to national government policy or reforming housing law to work with private landlords.
            Note that local authorities housing benefit customer's are the claimants, not the landlords.

            However, landlord's organisations are actively campaigning against LHA.
