What is all involved in managing a property / setting up agreements and relevant permissions etc

what proceedures should you take if doing it yourself

Yes the AST is still valid.

As for how many people can live in the property that depends on landlord licensing rules in the local council…if any....

I recently had to fill out an N5B and found the NRLA guidance notes helpful, you need to be a member to access them - around £75 but money well spent if it stops you making a mistake. Membership also gives you access to a helpline which will be useful
