    If a tenant does a runner who is in a periodic tenancy owing 3 months rent but the notice of possesion does not come into effect until October can I change the locks etc?

    The tenant has certainly left as a removal man took all the belongings and they have not been back for 5 days - the house is cleared out.

    No, definitley not. Although it might seem the tenant has left he hasn't surrendered the keys, so serve a S.8 Ground 8 Notice at the premises and apply to the court after 14 days. You could also fix an Abandonment Notice to all entrance doors, but still does not confer any rights of entry.
