If T has never seen the LL before how does he know the person on the doorstep is the LL? LR details and ID would be a start. Did he ask why?
Why would a landlord want to do this?

"Signing over" a property isn't a 'thing'.
It sounds like an Americanism, for a start.

You're liable to pay CGT for the period the property wasn't your only or main residence.
As a landlord, you might try and reduce some of the liability for CGT by using the property as a residence to get the additional 9 month's PPR allowance.
But, if your intention is to lie about that kind of thing, it's usually easier just to lie.
When I post, I am expressing an opinion - feel free to disagree, I have been wrong before.
Please don't act on my suggestions without checking with a grown-up (ideally some kind of expert).

Reason LL gives it is financial benefit for 1 month. Won't say why? He is more shocked that the T won't do it for a month rent free??

Could be argued as harassment by landlord of tenant, a criminal offence.
Agree, politely decline unless evicted through courts (unless he SHOWS you evidence of a plausible reason...).
We've got a fiddler hereI am legally unqualified: If you need to rely on advice check it with a suitable authority - eg a solicitor specialising in landlord/tenant law...

Sure, the council got in contact with a round-robin letter some years ago to check whether the building was an HMO. They confirmed that no, it is not. Because it is three seperate flats that do not share facilities. When I called them I struggled to keep the man on the phone for more than a few...

Do any of you have any experience of this and is there a downside?
The ones that I can think of is that they don't make the second payment that they need to make halfway through. They want a 12 month tenancy with the second payment paid after four months.
Or that being new to renting...-

by gnvqsosTo assert they are possibly illegal immigrants is prejudicial. I have several recent immigrants in my houses. They are largely intelligent, courteous and industrious, and are excellent role models for other aspirants. Their command of English, both written and spoken ,is superior to those of many indigenous...

by AndrewDodHave you informed the council what is going on here, and allowed them to make up their own minds on whether this is an HMO, on the council tax liability, and whether you are allowed to do any of this at all.
As already said, there is a grey area (I don't think you are in it at all), but...-

Thanks, Roy. He did say that they were recent graduates on his message, so there has not been any lying.
Yes the flats are charged seperately for council tax. And they have seperate gas and electricity meters. However it is one property in the eyes of the Post Office.
Are you...-

I wonder what happens when they have no visa and there's no S21?-
