Hey there! Sorry if this was already posted! I had a long debates with my student - tenants, in case they are replacing the locks as they old(as they say) and do not offer the security level the tenants want, who pays for the locks and for the locksmith?

It depends if the locks need changing or it is simply a preference of the tenant(s).
You are obliged to keep the tenant(s) and their possessions safe.
If you believe the existing locks do that, they don't need to be replaced.When I post, I am expressing an opinion - feel free to disagree, I have been wrong before.
Please don't act on my suggestions without checking with a grown-up (ideally some kind of expert).

You may find your landlord insurance has a requirement for type/quality of lock (including windows).
IMHO change locks at each change of occupants, with thumb-turn locks. No need to fumble for a key if house is on fire full of smoke.
You never know who had a copy of keys...I am legally unqualified: If you need to rely on advice check it with a suitable authority - eg a solicitor specialising in landlord/tenant law...
