          Vat is 20% for a commercial electricity supply. I suspect they're asking her to pay the entire bill. Having her own meter is the only fair way to do it.

              Not sure it’s the LLs responsibility - the Tenant took on the property as is it, a separate meter could be considered an improvement...

              That said, further to my post above it’s not difficult or expensive so perhaps an open conversation with the owner and offer to pay half?

                why not tender a cheque in full and final settlement at the £40per month she was told the electricity will cost?
                I suppose if the daughter has been running say a 3kw plug in electric heater it would push the bill up just a tad!
