Closure Order? Am I missing something?

There has been a spate of “Closure Orders” in a nearby town in which the police have shut down problem premises.

I really don’t see how this solves anything from a crime perspective. Surely the problem just moves with the tenants? Some tenants are problems regardless of where they live. It’s hardly the premises to blame.

    What am I missing?

      No, we haven’t.

I think you're missing that it moves the tenants more quickly than anything else does, potentially dumping the problem on a landlord.

Currently, there's no way to evict a tenant, so a closure order is all there is.
But it doesn't end the tenancy, just closes the property.

Fortunately, most tenants who trigger a closure order aren't likely to argue with the landlord about replacement premises or compensation.
When I post, I am expressing an opinion - feel free to disagree, I have been wrong before.
Please don't act on my suggestions without checking with a grown-up (ideally some kind of expert).
