    The landlord won't be fined - they're not causing any problems.
    The fines are much lower than you think - the maximum is £1000.

        Yes, easy, no problem: Evict tenant, simple.

        But this is neighbour dispute, simply follow CaB's excellent neighbour dispute advice - or move!
        I am legally unqualified: If you need to rely on advice check it with a suitable authority - eg a solicitor specialising in landlord/tenant law...

          Because it's your problem not the landlords. They are your neighbours. What would you do if they owned the property?
