Definitely don't let the tenant do it or pay for it.
If the tenant agrees in writing to a small rent increase variation to contract (that's not a fee - it is an altered service) then go ahead. The increase would be small though (maybe 1/200th of the cost of the work per rental month).
If you are feeling charitable and its a great tenant and you would have done the work anyway in the near term then do what you want.
If you conclude that the tenant fee act prohibits you from changing a fee in exchange for an improved service, then obviously do not offer an improved service (that is what how the government is wanting you to think). In that case explain that you would do it but the law prevents you from doing it in a mutually agreeable manner.

Thanks for the answers, its a epc band D, i didn't increase the rent for 6 years moved it with market 2 years ago, i bought the house to sell but couldn't so let it out, i built a house on the garden which i wanted to sell but again couldn't so i have rented that out 4 years ago.
I will just pay for up and down stairs, i am looking at a exit plan but i don't wish to overload with questions

OP for what its worth, my view...dont let the tenant pay, and dont increase the rent.
Rationale:
1) Investing in UPVC replacement is a net benefit to the property in any event, and (at some point) will become part of a necessary repair to the property.
2) Allowing the tenant to pay some of this is asking for later trouble in my view as regardless of the legalities you could put in place to allow it, it will inevitably end up as an "emotional" throwback for the tenant if there are issues in future.
3) Personally, I wouldnt charge a rent increase to a good tenant - or at least certainly not a rent increase that isnt simply aligned to general rental increases over time.
4) Supporting the request and paying yourself is sure to have positive views for the tenant and therefore increase their satisfaction in the property and with you as a landlord, and therefore hopefully continue to keep a good long term tenant.
5) UPVC installation is tax deductable as maintenance under HMRC regs....

Double glazing makes relatively little difference to EPC but IMHO is a sensible repair to make.

Hi, first post here please go easy, old terranced house tenant wants replacement upvc windows i have agreed to do the downstairs and she has offered to pay for the upstairs, is that a crazy idea to let her pay or shall i put up the rent, home i just below market value, good tenant been there 8 years.

by DPT57As the tenant has returned the keys to the agent, I think its reasonably safe to assume an implied surrender. What does you tenancy agreement say about how long you will keep goods before disposing of them? Mine says 14 days. I would write to the tenant and tell them that you will dispose of their things...

by DPT57Might a landlord argue that "the last day of the 6th month of the tenancy" is 30 June? I guess a court is likely to favour the interpretation most favourable to the tenant though....

PS Suggest you first very carefully re-read your agreement with agent: Might just be terms & conditions they quoted you in an early email. No, not the AST.
But even if they should handle evictions etc sounds like they are useless so do it yourself.
