    Well done.
    Jobsworth council officials are frustrating, moreso because there's so much they could do with their time that actually needs doing.

    Oh, well I would still go back to storage heaters when you get rid of these jokers IIWY. It sounds like you have been lucky this time, but council might prepare their case better in future.

    The Improvement Notice was on the basis that Ceramic heaters were not on the Council Approved Heaters List ( They work to E.P.C. recommendations. ) We didn't realise the Tenants were lying until we had the Court Package. OUTCOME. Court threw out the charge with the view that the Council were " Heavy handed" and that my findings on running costs of Econ 7 and Ceramic was a good enough reason to have Objected to the Notice. Lot of headache and Googling but good result.

    Make sure you have paperwork to show appointment made, and something in writing from the electrician that they could not gain access.

    Edit: (Have you not shown the above items to the council anyway?)

    Non compliance of Improvement Notice.

    Hi all, We had an improvement Notice in January to change our new Ceramic convector heaters for Night Storage by our Local Council. There was no availability for Economy 7 and we were assured by several professionals that Ceramic was the so-called New Boy on the Block . We also had letters from the T that they were pleased with the heaters and had told the Council so. It was apparent from a conversation with the Council that the T was telling them the opposite. We then had Economy 7 made available but the T's wouldn't let us fit the heaters by not allowing the electrician access. We now have an invitation to appear in Court to answer Charges. Any ideas would be appreciated.
