by Section20zIf it has planning permission then it already has "prior written consent of the council" so there is no breach. Likewise get planning consent for extension even if you consider it PDR....

Reply to Sound testing in renovated flatsby ash72For renovating an existing building testing is not required, but if you plan on managing the properties afterwards, it is a good idea to have sound proofing as will avoid issues later when the T's move in.
