    Commercial property's store reverting to use as flat

    Planning permission: I recently bought a commercial property with 3 flats, and one bed flat at the rear of the shop. The pervious owners used this one bed flat for rental purposes rather then a store room. Now my problem is since I purchased this property the council have been on my case telling me that I cannot rent it as a flat rather I have to keep it as a store room. Now, my problem is can the council stop me from using it as a one bed flat, because they have given me 60 days to comply with there notice if not they reckon they can take charge of my property, which I find strange. Also does the council have a legal duty to inspect peoples property without given a notice? Because this person clearly did not give me any notice. thank for anyones help in this coplex matter.
