Council want a 'bung' for planning permission

Lambeth Council have returned my planning application to turn a house into 2 flats and said that I must offer them some extra money. Flat 1 will be 80m2 and flat 2 will be 90m2. They have sent me a form to fill in called, 'Small Sites Affordability Housing Contribution Viability Test'. Is this new? Do I have to give them this money? Can I avoid it? When is it paid? Very grateful for any views.

What do you mean by "offer them some more money"? A charge for submitting form or a levy of a specific amount to make the change or a slap-up meal at a 5star Brixton restaurant .

However, if unsure why not simply ask under what law or regulation are they asking for extra funds.

Artful:. Lived in flat above pub on Brixton hill mid-70s.
I am legally unqualified: If you need to rely on advice check it with a suitable authority - eg a solicitor specialising in landlord/tenant law...

Most likely something to do with the small development affordable housing contribution scheme. So fully above board and not a bung.

And Brixton hill was proper rough and ready in the 70's, you wouldn't recognize it if you went back now. All gastro pubs and African food cafes!

Oh, but there is the wetherspoons at the top of the hill, at the junction with the South Circular...

CIL levy, you could call it a bung. Council take at the expense of home creation. I recently got consent for quite a nice two bed flat on a rooftop setting and the bung the council demanded is eleven thousand pounds payable as soon as work starts on site
