    A publication called " Residential Long Leaseholders " issued by ODPM has a paragraph on enfranchisement -

    1. a qualifying tenant is one with a long lease ( over 21 years)

    2. A building must satisfy certain criteria -

    - there must be two or more flats in building and if only two flats then both must particpate.

    - atleast 2/3rd of all flats must be on long leases.

    - not more than 25% of floor area is in non-residential use

    - the number of tenants participating must be atleast half of the flats in the block.
