Should sub-T pay the long-leasehold service charge?

we are renting out an apartment. would the prospective tenants be expected to pay the monthly service charge for the apartment which covers things such as communal electric and gas etc

No. These items must remain the long-leaseholder's liability, covered by the subtenant's rent.
