    Damp issue on the middle floor flat caused by issues beneath ground level?

    Hello, we had damp issues in one of the leasehold flats which is one level above ground level. One would naturally think this is a NON-structural issue but the builder said the dampness was caused by foundation of the house which is basically BENEATH the ground and hence all living households need to share the bill to fix that? I like to know how likely is that the foundation issue would cause damp issues in a flat one floor above the ground?

    The issue is with the floors.
