    Flat Roof Reinstatement

    I live in a newly converted block of flats (16 flats over two floors). At the time of development, the developers (who also happen to be the freeholders) were considering adding a top floor extension at a later date and therefore only laid a temporary flat roof covering to enable the initial 16 flats to be lived in. The extension is not proceeding - the temporary roof is leaking - so who's responsibility is it to reinstate a more permanent roof covering which is likely to cost a fair few thousand pounds?

    The freeholder.

      Depends on lease but most likely freeholder will repair with cost split between the 16 lessees.
