Advice please should a management agent (letting agent) alway give the landlord copies of the tenancy agreements that they have issued.I have been refused copies .

Please tell us you haven't signed up for some Guaranteed Rent scheme/scam where you grant agent a tenancy that allows them to rent out as landlord.
Assuming you are named landlord on agreement of course you should get a copy.
