Will Universal Credit tenant in arrears be helped by councils again after eviction?

Hi all. I am evicting a tenant who is on UC and decided it's better for him not to pay rent this time. He's anxious to have court order and bailiffs to give to the council that he's homeless again. If it's unpaid till court date will the council rescue him again? Will it just happen like that? Not to pay landlord then councils bump more money to feed them all the time?
